But what happens when their power arrives inside ordinary-looking machines, or never crosses the border at all? In February 2025, Singapore police raided 22 locations over server paperwork. Nine people were arrested, and three men were charged with conspiracy to defraud. Picture a 287.5-pound Nvidia DGX H100, with eight powerful chips inside, shipped as a data-processing machine. The question is not whether a crate can move. It is who it is for. U.S. rules did not stop at the chip. They also covered computers containing controlled accelerators, so a server headed to China could require a license, with applications facing denial. Taiwan sits near the start of this route. TSMC fabricated and packaged Nvidia processors. Foxconn and Taiwanese manufacturers assembled them into servers and racks sold through channels. That does not make servers legally invisible. It makes enforcement an identity problem. Officials rely on end-user declarations across high-volume trade and can inspect few crates. In Singapore, prosecutors alleged false declarations, but investigators were still determining whether any servers reached China. The case shows a possible route, not a confirmed destination. A rented foreign data center can deliver compute without moving hardware. Server controls can raise cost and risk of diversion when Taiwan and transit states require permits and verify buyers. Yet controls cannot seal off computing power if it stays in a foreign data center and users reach it over a network. The U.S. framework on that access problem was rescinded before it took effect. The sharper question is not simply whether chips cross a border. It is whether authorities can follow identity and access after a machine powers on, from factory to user.
