Welcome to The Calibre Brief, a Calibre Code USA production. High above Earth, a spacecraft can clean up a dead satellite or quietly move a living one. The difference may be impossible to see. In January 2022, telescopes tracked an inactive Beidou navigation satellite near the geostationary belt. China's Shijian-21 closed in, and the two objects traveled together. Then Beidou-2 G2 appeared roughly 3,000 kilometers higher, released into a graveyard orbit. Shijian-21 returned to the active belt, leaving ground observers with a remarkable orbital tow to reconstruct. Geostationary orbit lies about 35,786 kilometers above the equator, where satellites seem fixed over Earth and carry communications, weather, and missile-warning services. Reaching a neighbor takes careful, small propulsion burns over time. Trackers saw the approach, shared movement, and separation. They could not see the attachment, or tell whether it involved docking, robotic handling, or another method. That missing detail is the heart of the problem. The tow achieved a legitimate result: clearing a dead satellite from valuable orbital space. Yet approaching, attaching, moving, and releasing an object could also shift an operating satellite out of position without an explosion. Commercial analysts assessed in 2025 that Shijian-25 and Shijian-21 likely demonstrated refueling. Capability is established. Hostile intent is not. A legal gap remains. The Outer Space Treaty bars weapons of mass destruction in orbit, not conventional grappling or close approaches. A UN-backed moratorium addresses destructive direct-ascent anti-satellite tests, not this kind of maneuver. Near communications, weather, or early-warning satellites, an unexplained approach during a crisis could invite dangerous conclusions before anyone knows its purpose.
