Norway and Iceland have joined Europe's secure satellite effort. In the far north, that promise begins with a question: what happens when familiar links fail?
Iceland's connection to the wider internet rests on three submarine cables. Farther north, a satellite 35,786 kilometers above the equator can sit low on the horizon above roughly 65 degrees north. That geometry can obstruct the line of sight and add delay. In this region, communications travel along vulnerable paths, undersea and overhead.
On March 26, 2026, the EU gave both countries a route into two programmes. GOVSATCOM is already operating. It does not launch a new fleet. Instead, it pools secure capacity from existing national and commercial satellites for authorized government users. IRIS² is different: a planned multi-orbit constellation of more than 290 satellites planned for 2030.
That access has a firm legal boundary. Norway and Iceland can authorize governmental users, and the agreements allow them to offer satellite capacity or ground facilities. They do not receive decision-making power over either EU programme. The evidence establishes permission, not contribution. It does not show that Norway will add Arctic satellite capacity or the Svalbard ground station, nor that Iceland will contribute infrastructure.
The immediate gain is redundancy: another route for government communications through a service already available. The longer promise depends on IRIS² arriving as planned. Reported contributions for 2026 and 2027 are about 40 million euros from Norway and 3 million from Iceland. Funding remains unsettled, as does whether Germany's proposed national constellation strengthens or weakens it.
These countries did not join a finished Arctic shield. They joined layered resilience, where access is useful, but autonomy depends on no single failure severing communications.
