Hungary wants satellite connectivity it can trust in a crisis. But when a national service rides on another company's network, who decides?
Picture a phone beyond terrestrial coverage in the Balkans finding a signal from orbit. Under the plan announced by 4iG and SpaceX, Starlink Mobile would use a carrier connection to reach Hungary and Albania. Behind that mobile plan sits a more consequential one: a secure-connectivity service, called Sovereign Solutions, planned for 2027.
The word sovereign does not settle who holds power. Direct-to-device service needs a terrestrial carrier's licensed mobile spectrum, giving 4iG and national regulators authority to permit it locally. Yet spectrum is only one lever. Real control also rests on capacity, encryption keys, gateways, routing, priority rules, and continuity when normal networks fail.
SpaceX has shown how government features can sit on its infrastructure. Its US government service, Starshield, is connected to Starlink, and both were affected by a July 2025 software outage. That establishes shared failure exposure there. It does not establish Hungary's design. No document says whether Sovereign Solutions will use dedicated satellites, a separated national partition, nationally controlled encryption, domestic routing, or independence from SpaceX.
Europe is pursuing an answer. IRIS² aims to reduce dependence on non-European systems for communications, while GOVSATCOM pools member-state capacity. Hungary's deal may add coverage and redundancy sooner. But a service is sovereign only as far as national authorities can control its encryption and routing, and sustain it when the vendor fails or priorities diverge.
Sovereignty is not a label a carrier can attach to a satellite link. It is the ability to make the hard decisions after someone else's network stops behaving normally.
